Joe Brooks is the grandson of Springdale icon Joe Steele and he is
leading the effort to annex Bethel Heights into the city of Springdale.
Bethel Heights has been cited and fined multiple times over the last
few years for illegally dumping waste onto private property from their
sewer treatment called a STEP system. They have been given an
ultimatum to close down their current wastewater treatment system and
must submit their plans to do so by Monday.
Brooks and other Bethel Heights residents are nearing the end of an effort to collect roughly 2,700 signatures in Springdale and 53 in Bethel Heights, 15% of the total number of voters in the last mayoral elections in Springdale and Bethel Heights. In doing so, once the signatures are verified, the city of Springdale will call for a special election to determine if Bethel Heights will be annexed into Springdale or not. In order for the annexation to take place both cities must vote to approve the measure with a simple majority.
